arpdetect [-h|-?|--help] [-c|--config CONFIGFILE] [--nofork]
  detects changes in networks and performs
  actions needed when that happens


== details ==
arpdetect checks for a network change by using the 'arping' program.
If the network has changed, and you have defined actions for that
network, it will perform them.  In addition, if you happen to go 
'off-net', it will perform actions in the 'unknown' section of the 
config (useful for unmounting drives, for example). Pretty simple, 
eh?  I thought so, but no such utility seemed to exist before.
